No resources in initial delivery

In the initial NewReleaseMessage delivery, It is permissible that a NewReleaseMessage is accompanied by no technical resources or part of all technical resources, as long as, all technical resources are provided to the content receiver before the date of the fulfilment. 

Similarly, it is possible that the update NewReleaseMessage only included part of the all technical resources, where indicates the content receiver shall replace the updated technical resources within the main release.
